(A) If the owner, lessee, agent, or other person n control of the property fails to comply with the notice as required in § 98.03, the city shall cause such noxious weeds and grass to be cut and removed. Such cutting and removal shall be at the owner's expense and the costs shall be assessed against the lot or land.
(B) In the event that the owner or other appropriate person fails to pay such expenses within 30 days after being notified in writing, by regular U.S. mail with a certificate of mailing, of the amount thereof, the costs set forth in division (A) may be collected using 1 or more of the following methods:
(1) Such expenses may be certified to the County Auditor and placed upon the tax duplicate for collection as a special assessment and thereupon shall be collected as other taxes and assessments as provided by R.C. § 731.54; or
(2) The Director of Law is authorized to bring suit and take other necessary legal action to collect all such expenses.
(C) The cost of the labor shall be $200 for the first hour and $100 per hour for each additional hour for the first mowing each calendar year. The cost of labor shall increase to $400 for the first hour and $200 per hour for each additional hour for the second and any subsequent moving per calendar year.
