§ 90.13 DOG KENNELS.
   The owner of 5 or more dogs at least 3 months of age, whether owned for pleasure, profit, breeding, or exhibiting, shall be deemed the operator of a dog kennel. The dog kennel shall be kept at all times in a clean and sanitary condition, and dogs shall be reasonably restrained from annoying the neighborhood or the general public by loud, frequent, or habitual barking, yelping, or howling. No kennel shall be established, maintained, or allowed to exist within 50 feet from any dwelling house unless both owner and lessee of the dwelling house consent in advance in writing. The operation of a kennel existing on December 9, 1968 shall not be affected by this provision.
