§ 90.02 CONTROL OF ANIMALS IN PUBLIC; FAILURE TO CONFINE OR CONTROL AN ANIMAL.
   No animal being the property of another shall be permitted to run at large, whether licensed, or unlicensed, muzzled, or not muzzled. All animals shall be under the reasonable control of a responsible person at all times, and shall be physically restrained while off the premises of the owner, keeper, or harborer either caged in a dependable, suitable enclosure, or dependable suitable lead not to exceed 6 feet in length.
