(B) Downtown parking areas. All existing parking meters shall be removed from an area described and bounded as follows: On the north by the Penn Central Railroad, on the east by the west side of Cherry Street, on the south by the north side of Central Avenue to the west side of Walnut Street, thence west on the south side of Central Avenue to South Washington Street, thence south on the east side of South Washington Street to Crawford Street, thence north on the west side of South Washington Street to Central Avenue continuing thence on the south side of Central Avenue to South Jefferson Street thence north on the west side of South Jefferson Street to the south side of West Main Street, thence west to Shannon Street on the south side of West Main Street, thence east on the north side of West Main Street to the west side of North Jefferson Street, thence north to the Penn Central Railroad tracks, being the north boundary.
(1) The Safety-Service Director shall and is instructed to establish and designate through the proper markings and signs all lawful parking spaces within the areas.
(2) In parking spaces designated pursuant to division (B) it shall be lawful to park a motor vehicle for an initial time period of 2 consecutive hours without paying a fee. Also include parking on the east side of North Market Street running 75 feet north from the Conrail Railroad.
(3) All of the north side of East Main Street, east of Walnut Street except for the first 2 spaces located on the north side of East Main Street, east of Walnut Street, and all on the south side of East Main Street, east of Walnut Street shall be free parking without time limits. The first 2 spaces located on the north side of East Main Street east of Walnut Street and the parking zone on the north side of East Main Street between Market and Walnut Street shall be designated as 2-hour parking.
(4) It shall be unlawful for any person to park a motor vehicle in a designated parking space for more than 2 consecutive hours. Any violation shall result in a $40.00 fine and any fines shall be paid within 48 hours of issuance. The provisions of division (B) shall apply from Mondays through and including Saturdays from 8:00 a.m. until 4:30 p.m., except holidays.
