Any person or persons violating the provisions of this subchapter with respect to failure to remove parked motor vehicles prohibited by the Mayor shall be guilty of a minor misdemeanor. In addition, the city shall have the right to have any parked motor vehicle in a prohibited area to be towed. The motor vehicle shall be recovered only on payment by the owner of the vehicle of the towing and storage charges as imposed.
