(A) No trailer shall be parked unattended, not connected to any vehicle equipped to pull it, on any city street, alley or public parking lot in the city.
(B) Division (A) will not apply if the trailer is being actively loaded or unloaded or if the trailer is holding materials, supplies or debris being used in current construction work at the place where the trailer is parked.
