§ 76.13 VEHICLES WITH AN EMPTY VEHICLE WEIGHT EXCEEDING 7,000 POUNDS.
   (A)   No person shall park a vehicle with an empty weight in excess of 7,000 pounds on any municipal parking lot which has a surface of either blacktop or concrete.
   (B)   The Safety-Service Director shall appropriately mark such parking lots to prohibit the parking of vehicles which have an empty vehicle weight in excess of 7,000 pounds.
   (C)   This section shall not apply when a vehicle with an empty vehicle weight in excess of 7,000 pounds is being actively loaded or unloaded.
   (D)   This section shall not apply to the following while in the course of their official functions: emergency or public safety vehicle, vehicle owned or operated by the federal, state or local government, Board of Education, non-profit agencies, a gas, electric, communications, refuse, or water utility company or construction company.
