Wastewater discharge orders or permits are issued to a specific industrial discharger for a specific operation. A wastewater discharge orders or permit shall not be reassigned or transferred or sold to a new owner, new industrial discharger, different premises or a new or changed operation without the approval of the city. Any succeeding owner or industrial discharger shall also comply with the terms and conditions of the existing orders and permit.
