§ 52.01 PURPOSE AND POLICY.
   (A)   This chapter sets forth uniform requirements for discharges into the Van Wert wastewater collection and treatment system and enables the city to protect health in conformity with all applicable local, state and federal laws relating thereto. The objectives of this chapter are:
      (1)   To prevent the introduction of pollutants into the Van Wert wastewater system which will interfere with the normal operation of the system or contaminate the resulting municipal sludge;
      (2)   To prevent the introduction of pollutants into the Van Wert wastewater system which do not receive adequate treatment in the POTW, and which will pass through the system into receiving waters or the atmosphere or otherwise be incompatible with the system;
      (3)   To improve the opportunity to recycle and reclaim wastewater and sludge from the system.
   (B)   This chapter provides for the regulation of discharges into the Van Wert wastewater system through the enforcement of administrative regulations and permits. This chapter does not provide for the recovery of operations, maintenance or replacement costs of the POTW or the costs associated with the construction of collection and treatment systems used by industrial dischargers, in proportion to their use of the POTW, which are the subject of separate enactments. Unless otherwise specifically stated in the text, all existing sewer ordinances shall remain in effect.
