The sanitary sewer charges provided in this chapter shall be payable quarterly at the Utility Collector's office during regular office hours. The billing and collection of sanitary sewer charges and permit charges shall be the responsibility of the city. The same shall be subject to and governed by the valid and applicable rules and regulations from time to time established by the city. Surcharges levied pursuant to this chapter shall be billed quarterly or as otherwise established by the city.
