Except in the case of property owned by the city, no person, corporation, partnership, association or public agency whatsoever shall connect, or cause to be connected, any building, structure or other facility, either directly or indirectly, with a sanitary sewer in the city sanitary sewer system for the purpose of discharging sanitary wastes or acceptable industrial wastes from such premises without first receiving a permit for such purpose. The owner or his or her agent shall make application on a special form furnished by the city. The permit application shall be supplemented by any plans, specifications or other information considered pertinent in the judgment of the city.
