If any sewer contractor shall neglect or refuse to comply with the rules and regulations herein set forth, the city will proceed with the work and the cost involved will be charged to the sewer contractor. In cases where it is necessary for the city to proceed with the work, no further permits will be granted to the sewer contractor until he or she has satisfactorily complied with the orders of the city or completely reimbursed the city for any cost involved. The sewer contractor shall be required for a period of 1 year after the completion of the work to make all necessary repairs.
