(A) Monthly billing for water and sewer usage shall commence January, 2002.
(B) All water rents in effect shall be collected by the Safety-Service Director. The Director is authorized to establish by-laws and regulations, in compliance with city ordinances, and not inconsistent with the constitution or laws of the state of Ohio. The Safety-Service Director is hereby further authorized to make necessary changes for the safe, economic, and efficient management and protection of the utility, and for the enforcement of the collection of the water rents, including the imposition of penalties for nonpayment of water rents, and also including the imposition of penalties for nonpayment of water bills when due and discontinuance of water service for delinquency in payment of such bills, including charges for turning off and on water service.
