In order to pay the expenses of conducting and managing the waterworks utility of the city and to make adequate provisions for the repair, enlargement, or extension of the utility and for the payment of the interest, principal, and other fund requirements of mortgage revenue bonds and other bonded indebtedness of the city issued or to be issued to finance extensions and improvements of the utility, a schedule of water rents to be assessed upon all tenements and premises supplied with water by the utility shall be established by Council from time to time.
