(A) The employment of as many additional temporary employees as necessary in the Police and Fire Department of the City of Van Wert, Ohio, be and hereby is authorized.
(C) Said duly authorized job classification of temporary employees shall not qualify the person so employed for said job classification for any fringe benefits to which full-time employees are entitled, excluding sick leave.

(A) Vacation leave.
(1) Each employee of the Service Departments shall be entitled to vacation leave beginning January 1 of each year as follows:
Less than 1 year | Pro-rated |
Over 1 but less than 8 years | 2 weeks |
Over 8 but less than 15 years | 3 weeks |
Over 15 but less than 22 years | 4 weeks |
Over 22 years | 5 weeks |
(2) A maximum of 1 week of unused vacation can be carried over to the following year, provided that no employee shall have available more than the current year's accrual of vacation plus 1 week.
(3) The Senior Fire Captain shall have the same vacation as the Union Fire Captains.
(4) Vacation for non-bargaining unit employees shall be based on time in the employee's respective retirement system.
(B) Vacation for retired rehired employees.
(1) Any employee returning to work after retiring will not receive vacation immediately and will have to start over under the 2 week per year vacation accrual rate. Once the first year is complete they will be eligible to use vacation. This is exactly the same as a new employee. The complete description for vacation can be found in the Policy and Procedure Manual.
(2) The rehired employee will be given up to 25 days of personal leave at the time of hire. This time off can be used anytime in the year and is not subject to carry-over. This benefit is at the discretion of the Mayor and Safety-Service Director.
(3) Individuals not subject to retire/rehire may be granted up to 25 personal days at their time of hire based on experience and education. This benefit is at the discretion of the Mayor and Safety-Service Director.
(4) Personal time will be reduced each year as additional vacation time is earned.

(A) For employees hired before July 1, 2014 and who retires after 10 or more years of service with the City of Van Wert and gives not less than 1 year nor more than 15 months written notice of the 60 day window during which he/she intends to retire, shall be paid 35% of accrued but unused sick leave, up to a maximum of 750 hours.
(B) For employees hired on or after July 1, 2014 and who retires after 10 or more years of service with the City of Van Wert and gives not less than 1 year nor more than 15 months written notice of the 60 day window during which he/she intends to retire, shall be paid 35% of hours accrued but unused sick leave, up to a maximum of 360 hours.
(C) If the employee fails to retire during the specified window period, the time limits for notification stated above shall start over.
(D) If less than 1 year of notice of retirement is provided by the employee or the employee does not have 1,000 or more hours accrued but unused sick leave as of his/her date of retirement, the employee shall be paid for 25% of the employee's accumulated but unused sick leave balance, not to exceed a maximum payment of 240 hours, except in cases where the employee retires due to disability. Employees, who do qualify for disability retirement under OPFPF, will receive the early notification bonus as stated above provided they have the 1,000 or more hours of sick leave accrued at the time of disability retirement.
(E) This payment shall be based on the employee's hourly rate of pay at the time of retirement.
(F) Upon accepting either payment as described above, all sick leave credit accrued up to that time will be eliminated. Sick leave conversion does not apply to any termination or separation other than a disability of service retirement under the Ohio Police and Fire Pension Fund at the time of separation from employment with the City of Van Wert.
(G) All payments for qualifying payout settlement items (vacation, sick leave upon retirement, personal days, comp time, holidays earned, etc.) shall be based on the employee's base pay at the time of resignation, termination or retirement.

(A) Any full-time employee covered by this subchapter shall receive hospitalization and medical insurance. Family coverage shall be provided where appropriate.
(B) Any full-time employee shall receive a life insurance policy on the employee’s life in the face value equivalent to the employee’s annual salary, rounded off to the next higher $1,000 with a maximum $50,000 face value.

City employees shall be reimbursed for medical costs incurred for immunizations necessitated by exposure to communicable diseases while acting in the line of duty.

The Mayor and Safety-Service Director shall be responsible for salary administration for all job classifications as set forth in this subchapter and shall be responsible for salary administration for all employees on an equitable basis.

Prior to the annual submission of the permanent budget to City Council, the Safety-Service Director shall complete a review of this subchapter and submit the Safety-Service Director’s findings together with the recommended amendments to the Mayor for the Mayor’s presentation to the City Council.

(A) Annually and in accordance with the standards set forth by the Chief of Police and the Ohio Peace Officer Training Council, all unit members shall be required to satisfactorily complete a firearms re-qualifications program demonstrating proficiency with departmentally issued firearms.
(B) Annually, upon certification by the Chief of Police of completion of the required firearms re-qualifications standards, each member is entitled to a payment of $300. Such sum shall be paid in a lump sum separate check within 30 days of all eligible employees qualifying their firearms. There will be a proration of the Firearms Proficiency Allowance upon separation from the Police Department.
