(A) The Community Improvement Corporation of the city and county is hereby designated as the agency of the city, for the industrial, commercial, distribution, and research development of the city.
(B) The form of agreement heretofore prepared by that agency and submitted to the Council, which agreement, upon due execution by parties thereto, will constitute the plan of industrial, commercial, distribution, and research development for the city is hereby approved and confirmed and the Mayor and City Auditor are hereby authorized and directed to execute the agreement on behalf of the city. It is the expressed understanding by the parties that either 1 or the other of the parties may suggest 1 or more modifications to this agreement prior to August l, 1984.
