(A) There is created a Parks and Recreation Department under the administration of the Mayor and the Safety-Service Director.
(B) To assist the Mayor and the Safety-Service Director with advice as to the administration of the Parks and Recreation, a Parks and Recreation Advisory Committee is created with appointments to this Committee to be made in the following manner. The Advisory Committee shall consist of 5 members, 1 of whom would be the Van Wert City Schools Athletic Director or his or her representative. The other members of the Parks and Recreation Advisory Committee shall be appointed by the Mayor with consent of Council. All members of the Advisory Committee shall be residents of the city, and shall serve for terms of 3 years, except that the members first appointed shall be appointed for such terms that the term of 1 member shall expire annually thereafter. Members of the Parks and Recreation Advisory Committee shall serve without pay. Vacancies in the Advisory Committee occurring otherwise than by expiration of term shall be for the unexpired term and shall be filled in the same manner as original appointments.
