(A) After each recurring federal census, and within 3 months after the issuance of the proclamation by the Secretary of State of the population of the city, and when there is annexed thereto any territory containing, by the last federal census, a number of inhabitants that will entitle the city to an additional member of Council, Council shall subdivide the city into wards, equal in number to the members of Council therein to be elected from wards. If Council fails to make the subdivision into wards within the time herein required, on the application of the President of Council, it shall be made by the Director of Public Safety and Service. All wards shall be bounded, as far as practicable, by county lines, streets, alleys, avenues, public grounds, canals, watercourses, corporation lines, center lines of platted streets, or railroads. All wards shall be composed of adjacent and compact territory and shall be as nearly equal in population as practicable.

(B) The numbers by which houses are designated in this chapter are numbers assigned to houses by the Water Department of the city and are not street numbers.

(C) The existing 4 wards of the city are reapportioned by changing and establishing new ward boundaries as hereinafter set forth.
