234.10 INFRASTRUCTURE FUND.
   There is hereby created and established the new Infrastructure Fund which shall be maintained separately from all other City funds to account for the revenues from certain infrastructure fees collected from the assessments on all new and expansion commercial building projects and expenditures specific to the purpose of completing identified infrastructure projects which includes but is not limited to, expenses relating to engineering, designing, excavating, grading, paving, constructing, and installing curbs and gutters and public roads and highways; water and sewer lines; the continued maintenance of those public roads and highways and water and sewer lines; street lighting, sidewalks, bikeways, landscaping, traffic signalization, environmental remediation; land acquisition, including any right-of-way acquisition for streets or utilities; stormwater and flood remediation projects, including such projects on private property when determined to be necessary for public health, safety, and welfare; provision of additional gas, electric, and communications service facilities, including the provision of gas, electric and communication service facilities owned by nongovernmental entities when such improvements are determined to be necessary; erosion and sediment control measures, grading and other related work, survey work, soil engineering and construction staking; and in each case, all other costs and improvements necessary and appurtenant thereto, including debt service, all of which will benefit or serve, or that once made will benefit or serve the City of Vandalia and alleviate the impact of the new or expanded commercial project thereupon.
