1484.04 SERVICE OF NOTICE.
   The hearing notice under Section 1484.03(d) shall be served on the owner and when applicable to other parties deemed to have a recorded interest by one of the following methods:
   (a)   By personally giving the hearing notice to the person being served and having a copy of the hearing notice that has been served endorsed by the person personally serving the hearing notice that fact on the copy which shall be part of the file retained by the City and leaving hearing notice posted on the property.
   (b)   By leaving the hearing notice with a person not less than eighteen years of age, residing with the person to be served; and having the hearing notice posted on the property.
   (c)   By sending the hearing notice by certified mail or express mail or commercial carrier service (utilizing any form of delivery requiring a signed receipt showing to whom delivered, date of delivery and address where delivered) to the last known address of the person being served, by using the address utilized by the Montgomery County Auditor, or such other address if known, or in the case of a business doing business in the State of Ohio at the address set forth in the office of the Ohio Secretary of State and having the hearing notice posted on the property.
   (d)   By publication in a newspaper published in a newspaper of general circulation within the City, once a week for six consecutive weeks and having the hearing notice posted on the property.
   (e)   Any other method as permitted by the Ohio Rules of Civil Procedure for the service of process.
