(a) Within fourteen days of receiving a properly completed application or renewal application the Chief of Police shall inspect the proposed shooting range and any written reports or documents from City departments and issue a shooting range permit unless the Chief of Police determines that:
(1) A prior shooting permit issued under this chapter has been revoked by the City within the last two years;
(2) The applicant or responsible person has a history of three or more violations of ordinance or rules from another jurisdiction relating to the operation of a shooting range that are substantially similar to violations of the rules set forth in Section 876.06 and such violations occurred within twelve months of the date of submittal of the application.
(3) The proposed shooting lane layout presents an unreasonable risk of injury to persons or property.
(4) The applicant or responsible person has been found guilty of a violation of any firearms law of the State of Ohio within twelve months of the date of submittal of the application.
(5) The applicant's safety procedures or policies are materially insufficient and applicant refuses to reasonable modify same.
(b) Any finding that the shooting range does not meet the requirements of this section must be accompanied by a specific listing of any deficiencies.
(c) The shooting range permit shall be valid for one year but may be renewed by filing a renewal application at least sixty days before the expiration date. A renewal application shall contain all the information as required for an initial application provided however for a renewal application the original sketch and survey, if they still accurately reflect the facility's layout, but all other materials must be revised as applicable. The fee for a renewal application shall be one hundred dollars ($100.00).
(d) A shooting range permit authorizes use of a shooting range only as configured at the time of issuance of the shooting range permit and any changes will require an application for a new permit.
(e) By accepting a shooting range permit, the holder of the permit and responsible person agrees to allow agents of the City to enter the shooting range during business hours with or without advance notice to determine compliance with this chapter.
