(a) No person or entity shall operate a shooting range in the City without first obtaining a shooting range permit from the Chief of Police.
(b) All shooting ranges shall designate a responsible person.
(c) The fact that a person or entity possesses other types of state or City permits and/or licenses does not exempt that person or entity from the requirement of obtaining the shooting range permit or qualify that person or entity for the shooting range permit.
(d) A shooting range permit is not transferable.
(e) Nothing herein shall be deemed to permit the establishment of a shooting range that is not otherwise permitted under the Vandalia zoning code. These regulations shall apply all indoor shooting ranges, and outdoor shooting ranges that were permitted under the zoning code prior to January, 2019. Nothing in this chapter shall regulate the ownership, possession, purchase, other acquisition, transport, storage, carrying, sale, or other transfer of firearms, their components, and their ammunition.
(f) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
