(a) It is hereby established within the budgetary accounts of the City of Vandalia a fund to be titled Indigent Drivers Interlock and Alcohol Monitoring Fund (IDIAMF), with said fund to be used for the receipt and dispersal of all revenues and expenditures related to funding interlock and secure remote electronic alcohol monitoring (SCRAM) for indigent offenders.
(b) This budgetary account shall be dissolved upon the final expenditure and accounting of said fund.
