Any notices required pursuant to this chapter not otherwise specified herein shall be sufficient if served by certified mail, return receipt requested, or by personal delivery to the permit or license applicants and permittee or licensee affected at the business or residential address listed on the applicable application and addressed to the business or applicant. If the permit is issued to an entity, service of notice as provided above to the service agent listed on the application shall be sufficient.
