(a) Upon receipt of an application properly filed with the City and upon payment of the non- refundable application fee, the receiving party shall stamp the application as received and shall promptly forward the application to the Police Chief.
(b) All duties under this chapter may be assigned by the responsible party to a designee but the designee may not be a person assigned to review decisions made by the responsible party.
