1482.16   SANITARY AND STORM DRAINAGE REQUIREMENTS.
   (a)   Sanitary Drainage System.
      (1)   Generally. All plumbing fixtures shall be properly connected to either a public sewer system or to an approved private sewage disposal system.
      (2)   Maintenance. Every plumbing stack, vent, waste and sewer line shall function properly and be kept free from obstructions, leaks and defects.
   (b)   Storm Drainage.
      (1)   Generally. Drainage of roofs and paved areas, yards and courts, and other open areas on the premises shall not be discharged in a manner that creates a public nuisance.
      (2)   Ditches and culverts. The maintenance of drainage ditches and drive culverts located in the public right-of-way or easement given for public roadway purposes, shall be the responsibility of the owner of the property abutting such right-of-way or easement.
      (3)   Detention facilities. Maintenance of detention facilities shall be the responsibility of the owner of the property on which said facility is situated. Maintenance shall be carried out to a standard acceptable to the Director of Public Service. If said maintenance is not completed in a timely manner, the City may cause necessary maintenance activities and assess the owner for all expenses.
