(a) The public meeting room at the Municipal Building shall be available to any interested resident on a reservation basis. Reservations for use shall be made through the office of the City Manager and shall be issued at his discretion.
(b) A fee of twenty dollars ($20.00) shall be charged for janitorial service, provided such user leaves the room in an orderly condition upon completion of its use. Should, however, a user leave the room in a disorderly condition, the cost of restoring order and cleaning shall be charged in addition to the basic fee and such user may not have further use of the room until this charge is paid.
(c) The meeting room shall be available for use daily.
