(a) The use of the following recreational facilities shall be restricted to residents and to nonresidents who are accompanied by and are guests of a resident:
(1) Cassel Hills Swimming Pool; and
(2) Helke Park Tennis Courts.
(b) For purposes of this section, "resident" means any person, including his family members, who resides in the City or who pays the City income tax.

(c) As used in this section, “family” means a mother and/or father and unmarried children between the years of six and eighteen, or to age twenty-five, provided that such children are dependent upon their parents according to Internal Revenue Service standard for support and are enrolled in an accredited college or university as a full-time student.

(d) Participants in youth sports programs must be full-time residents of the City, residing within the geographical boundaries of the Vandalia /Butler City School District.
