The cost for the collection and disposal of all refuse shall be passed to each and every household. The cost assessed to each household shall be determined by the bid award for such services and adjusted annually by the City Manager to reflect the actual cost of the program. Notwithstanding the foregoing in the event City provided water services has been turned off at the request of the property owner, the trash and refuse collection shall also cease and shall not be charged during such time the water service is off.
