1045.05   STORM SEWERS.
   (a)   The City shall monitor the design, operation, maintenance, inspection, construction and use of all storm sewers, storm drains, and storm water facilities in the City. In the case of capital improvement projects, the City shall be responsible for the design and construction of public storm water facilities in the City where such projects are approved by City Council. Design of public storm water facilities within private developments shall be reviewed by the City Engineer and reviewed by the City Council for acceptance of maintenance responsibility. The City shall inspect, operate, and maintain all public storm water facilities as prescribed in Section 1045.09.
   (b)   The City may authorize the construction of ancillary curbs, pavements, channels, watercourses, conduits, culverts, or other structures necessary to properly operate and maintain storm water facilities.
   (c)   The City shall provide for inspection and routine maintenance of public storm water facilities within the VSSD. Maintenance may include catch basin cleaning, grating and casting repair, inlet and outlet structure repair, bridge surface drainage systems cleaning, channel clearing, erosion repair, and other incidentals. The City shall provide for remedial maintenance of facilities based upon the severity of storm water problems and potential hazard to the public.
   (d)   For the purposes of this chapter, storm sewers begin at the grating or opening where water enters the structure, through the sewer and conduits to the outlet structure where water enters a channel, natural watercourse or combined sewer.
