The City shall have the responsibility for planning, developing, and implementing storm water management plans; financing, constructing, maintaining, rehabilitating, inspecting, and managing storm water system; collecting fees and charges for the VSSD; implementing and enforcing the provisions of this Storm Water Management Code; and other related duties as directed by and at the discretion of the City Manager. The VSSD shall be administered by the City Manager or his or her designee, who shall be the superintendent of the VSSD's facilities.
