(a) For all new construction, residential or commercial, the following regulations shall apply:
(1) All water meters in excess of three-fourths inch shall be located at the property line in meter pits, or at a place approved in writing by the City's authorized representative. Such pit shall consist of a tile not less than twenty inches in diameter and covered with an approved top (Ford Type C or equal).
(2) All cost of such pit, together with required materials, shall be at the expense of the contractor. The cost of all service connections for supplying water from the mains or distribution lines shall be paid by the property owners, and such cost shall include all material and labor required to bring the water from the main or distribution line to the point of consumption, except for the corporation cock.
(b) For all new construction, residential, commercial or otherwise, to be served with water service by the City utilizing a three-quarter inch service, the owner or contractor shall provide a remote water meter reading device on the outside of the structure. Such remote water meter reading device shall be located at a point on the outside of the house nearest the location of the primary meter reading device.
