1042.05   RIGHT OF ENTRY.
   Council reserves the right through its authorized agents to enter at reasonable times and upon reasonable notice, premises to which its service extends, for the purpose of reading, repairing, installing, removing or inspecting meters, or for any other purposes which it may deem necessary in properly safeguarding the interests of the City or the consumer. When such access is refused, the water may be immediately turned off and service may not be restored until access to the premises is granted and a charge of twenty-five dollars ($25.00) is paid by the consumer or owner of the property.
