Prior to commencing construction of any work on water lines, sewer mains, lift stations or appurtenances, the owner, whether an individual, corporation, partnership or otherwise, shall furnish to the City two complete sets of plans of the proposed development or construction. An application for sewer and/or water service, accompanied by drawings showing points of entry to each system, shall be made upon the form authorized by the City.
