The City Manager shall have the right to deny an application for a Certificate of Registration for adequate cause. If requested in writing by the applicant, the City Manager must provide to the applicant in written form specific factual findings in support of the decision by the City Manager to deny the application for a Certificate of Registration. Any decision by the City Manager to deny an application for a Certificate of Registration is appealable by the application to the City Council in the manner set forth in Section 1030.40.
