Whenever any streets, alleys, driveways, curbs, sidewalks, storm and sanitary sewers, catch basins, manholes and related works or structures are constructed, repaired or altered in any manner, the work shall be performed in accordance with the established grade of such streets, sidewalks, curbs or gutters, and all such work shall conform in every respect to the specifications and standards adopted by this chapter.
