Any person to whom a permit is issued under the terms of this chapter shall place it in the possession of the person in charge of the work to be done in the street, sidewalk or public place at the time the work is being performed. Such permit shall be exhibited to any police officer or other proper public official demanding to see it. No person in charge of such work shall refuse to exhibit the permit, and in case of any failure or refusal to exhibit such permit, the officer shall order the work discontinued until the permit is exhibited to him or her and he or she has had opportunity to examine it.
