In addition to the permit fee provided by Section 1020.04, the City Manager shall collect from the grantee of any such permit the actual cost of restoring the street, sidewalk or public place and maintaining an inspector on any construction or improvement of a sewer, street, sidewalk or public place by private contract, and may require the estimated amount to be deposited in advance before granting the privilege.
