1020.01   ACTS FOR WHICH PERMIT REQUIRED.
   Council is charged with the construction, maintenance and repair of streets, sidewalks and public places. No person, whether an abutting owner or not, shall authorize any privilege or control over any public property or perform any of the following acts without first obtaining a permit from the City Manager:
   (a)   Make any excavations or dig into any street, sidewalk or public place;
   (b)   Remove, break or make holes in any pavement of the roadway or sidewalk, or in any sidewalk or any curb;
   (c)   Place or store any personal property upon any street, sidewalk or public place, except in the course of the usual and customary traffic on or over the public highways of the Municipality;
   (d)   Construct, build, erect or place any thing or structure in, upon, over or under a street, sidewalk or public place;
   (e)   Make any improvement of the surface of any street, sidewalk or public place, by grading or gravel, or paving or laying sidewalks or curbs, place or paint any sign or advertising matter on the surface of any sidewalk, street or public place, or make any other improvements thereon. However, no permit from the City Manager shall be required for planting shade trees or grading or sodding tree lawn space located between property line and curb, or for the placing on buildings of any awnings, signs, billboards or other building projections which conform to the requirements of the ordinances of the City.
   Nothing herein shall control the improvement of streets or building of sewers or other improvements by or under contract with the Municipality.
