(a) No person shall drive or operate a taxicab certified by and operated under license issued by the Municipality without having first obtained a driver' s license complying with the requirements of the Ohio Revised Code, and having secured a driver's permit from the Municipality.
(b) The cost of the permit shall be ten dollars ($10.00) annually, or portion thereof, terminating on December 31 of each year. At the time of issuance of the permit, the driver or operator so licensed shall be issued a badge, which badge shall be worn on the person of the driver or operator of the taxicab in a conspicuous place at all times when on duty. The permit and badge shall expire annually.
(c) An applicant shall present his or her State driver's license and affidavit that he or her is an American citizen able to speak and read the English language, eighteen years or more of age, with good eye sight and hearing, sound physique, a working knowledge of the traffic laws and rules of the State and the Municipality, and of good moral character supported by the signatures of two reputable residents of the community.
