Each person operating a taxicab business in the Municipality shall establish and maintain a place of business with telephone for the receipt of calls, which place of business shall be conveniently located in accordance with such regulations as Council shall prescribe. If such place of business includes a waiting room for the accommodation of passengers, customers or patrons, the waiting room shall include toilet facilities, be well lighted, kept clean and well ventilated, and meet all safety and sanitary construction requirements. It shall also be clearly visible from the streets and kept free from loiterers, drunkards and other objectionable persons.
