As used in this chapter:
(a) "Taxicab" means any automotive vehicle offered for hire as a common carrier to the general public for the purpose of transporting passengers from place to place as they may direct.
(b) "Operator" means a person, copartnership or corporation in the Municipality owning or operating, or engaged in the business of operating one or more taxicabs upon the streets of the Municipality.
(c) "Driver" means any person driving a taxicab either as an owner thereof or an employee of an operator.
(d) "Stand" means any place on a street of the Municipality designated by Council as a proper place for the exclusive use of taxicabs awaiting patronage.
