The purpose of this chapter is to protect the public health, property, convenience and safety of the people of the Municipality by regulating the use of public streets and thoroughfares of the Municipality by vehicles using the streets and thoroughfares for carrying passengers for hire, all as hereinafter defined; and by requiring compliance of the owners and operators of all such vehicles and to indicate the penalties for violation of the regulations.
