The City Manager, upon the receipt of the application for the license required by this chapter and upon the receipt of the proper fee therefor, shall issue to the applicant a license for the period, kind of entertainment and the place named in the application. The license fee shall be twenty-five dollars ($25.00) per day.
However, the City Manager may, within his or her discretion, issue the license without charge, upon application of local nonprofit organizations, such as, but not limited to schools, churches, fraternal organizations, clubs, veterans associations, etc.
