678.09   DISCHARGING FIREARMS.
   (a)    Except as provided in division (b) of this section, no person shall discharge any air gun, rifle, shotgun, revolver, pistol or other firearm within the corporate limits of the Municipality.
   (b)   This section does not apply when firearms are used in self-defense, in defense of others, in the discharge of official duty, when the individual discharging the firearm has a permit issued pursuant to division (c) of this section or Section 618.12 or when the person is legally at a shooting range which has received a shooting range permit pursuant to Chapter 876 of the Codified Ordinances and is complying with the rules set forth in that chapter.
   (c)   The Chief of Police is hereby authorized to issue a permit to discharge any air gun, rifle, shotgun, revolver, pistol or other firearm within the corporate limits of the Municipality to any person or organization where the Chief of Police funds that such discharge will not be detrimental to the health, safety, welfare and morals of the Municipality.
   (d)   Whoever violates this section is guilty of a misdemeanor of the fourth degree
