660.18   ILLICIT DISCHARGE TO MUNICIPAL SEPARATE STORM SEWER SYSTEM.
   (a)   No person shall place, cause to be placed, or maintain any material in the municipal separate storm sewer system which obstructs or pollutes the flow on any part thereof. No person shall place, cause to be placed, or maintain any material in a place from which it may enter the municipal separate storm sewer system and obstruct or pollute the flow in any part thereof.
   (b)   No person shall erect any structure over any part of the municipal separate storm sewer system so as to interfere with its flow, maintenance, or cleaning.
   (c)   No person shall uncover, make any connections with or opening into, use, alter, or disturb any part of the municipal separate storm sewer system without obtaining written approval from the Director of Public Service, or his/her designee.
   (d)   No person shall install, cause to be installed, or maintain any illicit connection to the municipal separate storm sewer system.
   (e)   No person shall cause any illicit discharge not composed entirely of storm water except as allowed by division (g) of this section to the municipal separate storm sewer system.
   (f)   No person may discharge, spill, or dump sewage, industrial wastes, other wastes, or any substances or materials which are not entirely composed of storm water into any water body or into the municipal separate storm sewer system or streets, driveways, sidewalks, parking lots, or other area that drain into the municipal separate storm sewer system.
   (g)   Unless an individual discharge is identified by the Director of Public Service, or his/her designee as a significant source of storm water contamination, the following non-storm water discharges are not prohibited by this section from entering the municipal separate storm sewer system:
      (1)   Potable water system flushing;
      (2)   Landscape irrigation;
      (3)   Diverted stream flows;
      (4)   Rising ground waters;
      (5)   Uncontaminated ground water infiltration;
      (6)   Uncontaminated pumped ground water;
      (7)   Discharges from potable water sources;
      (8)   Foundation drains;
      (9)   Air conditioning condensate;
      (10)   Irrigation water;
      (11)   Springs;
      (12)   Water from crawl space;
      (13)   Footing drains;
      (14)   Lawn watering;
      (15)   Non-commercial washing of vehicles and equipment;
      (16)   Flows from riparian habitats and wetlands;
      (17)   Dechlorinated swimming pools and discharges;
      (18)   Street wash waters;
      (19)   Discharges or flows from emergency fire fighting and emergency response activities;
      (20)   Unanticipated utility repairs or failures for potable water systems.
