618.14   IMPOUNDING AND DISPOSITION; VOLUNTARY DISPOSAL.
   (a)   Any dog, cat or other animal found running at large in the City shall be impounded by the City. Upon impoundment, the City Animal Control Officer or authorized Animal Control Agent shall deliver such dog, cat or other animal to the County Animal Shelter where it will be held for a minimum of seventy-two hours, during which time the owner may redeem such dog, cat or other animal at the County Animal Shelter by paying those fees established by the County and by obtaining, if necessary, a valid registration tag. After the minimum seventy-two hour holding period, such animal may be disposed of at the Animal Shelter. The payment of any fee and the redemption of an impounded animal shall not be a bar to prosecution under this chapter.
   (b)   Any animal owner who desires to have an animal disposed of shall contact the City Animal Control Officer or authorized Animal Control Agent, who will make arrangements to deliver such animal to the County Animal Shelter. Such owner shall pay a fee as may be designated by the County and an additional fee to the City of five dollars ($5.00), which fee shall offset the cost to the City of delivering such animal to the Animal Shelter.
   (c)   A record of all dogs, cats or other animals impounded, the disposal of the same, the owner’s name and address, if known, and a statement of any costs assessed against the animal, shall be kept by the County Animal Shelter.
   (d)   All dogs and cats shall have County-required vaccines. No animal impounded under this chapter shall be released without proof of vaccine, except that an owner claiming an animal shall have three working days to comply with this section. Whoever fails to provide proof of vaccine within three working days following the redemption of the animal is guilty of a minor misdemeanor.
