No motor transportation company or private motor carrier shall operate any vehicle on, across or over any public street in violation of the rules and regulations of the Public Utilities Commission of Ohio. Such rules and regulations affecting motor transportation companies are hereby adopted by reference, made a part of this chapter as if rewritten herein in full, and shall have the same force and effect as if rewritten herein in full.
