No person shall cause noise levels from the operation of a heavy motor vehicle in excess of 88 dB (A) in any commercial or industrial zoning district or on any designated major thoroughfare in the City. No person shall cause noise levels from the operation of a heavy motor vehicle in excess of 80 dB (A) in any residential zoning district, except where such operation is required for deliveries to properties within that zoning district. In no case shall a heavy motor vehicle be left idling in a residential zoning district for longer than two consecutive minutes where the noise level from the vehicle exceeds 80 dB (A). Such noise level limits shall be based on a distance of not less than 15 feet from the noise source.
