The powers and duties of the Golf Course Advisory Board shall be exercised and performed as herein provided, in accordance with the Charter and general ordinances of the City and the statutes of the State, and shall be as follows:
(a) To meet and make suggestions to the City Manager in matters pertaining to the supervision, use and enjoyment of golf course facilities owned and controlled by the City and used for golf activities, as to all activities carried on and conducted thereon, and to make recommendations to Council concerning golf facilities, equipment and apparatus.
(b) To receive all suggestions of citizens and officials when within the scope of the powers and duties of the Golf Course Advisory Board, and when it deems such suggestions practicable, to report them to the proper authorities with its recommendations.
(c) To conduct golf studies from time to time, to report them to the City Manager with its recommendations.
(d) To make plans for the use of such other golf facilities in the City as can be arranged for to the satisfaction of the City Manager and Council.
(e) To prepare golf plans and programs, and if such plans and programs are adopted by the proper authority, to assist the City Manager in putting the same into operation.
(f) In the conduct of programs, to approve such rules and regulations for such programs as it deems suitable and to make final decisions on all questions involving the construction of the policies of the City after the same have been adopted.
(g) To establish and appoint separate boards and commissions, not necessarily from among its own members, to take charge of handling and expediting any specific field or branch of endeavor as it pertains to golf within the City.
